If you hold a tourist visa to a country like Japan or SoKor, it's silly for the BI to ask for proof of financial capability--you've already proven to the country you're visiting na naa kay financial capabilty, mao gani gi approve ang visa in the first place.

There are several cases that people with no proof of financial capability can still have the means to travel. What if you're a fresh grad who's saved a few grand for a trip to a visa-free country like SG or HK? What if wala nimu gideposit ug banko imung savings? What if you're in betwen jobs, but managed to save enough cash for a trip abroad? Heck, what if you're a bum who won big in the casino? Can't you go abroad?

I find the BI's measures too ambiguous, and IOs have far too much arbitrary power. Suwayi ganig pakita ug business class ticket, dili naka hasolon ana. So abi business class ticket, legit tourist automatically? Heh.

A passport, and return ticket is all that should be needed from travellers wanting to go abroad. You should only worry about IOs at your chosen destination.
