Help! To program Task scheduler on windows 7

Good day istoryans

i want to ask help here in programming, to program the task scheduler the way i wanted it to work..

Prerequisite:

1. I want the task scheduler will run anytime
2. The trigger should will be, if a specific USB device is remove
3. action, after the trigger is being utilized the program that i want tp run automatically but with delay for about 15 sec before it runs

Hope someone can help me with this, urgent!

The reason i made this thread because i already made a task scheduler program that will auto shutdown the computer when idle for 1 min and wait for 10 mins to before it runs, but even if the program is set the shutdown time stills 15 mins., hope someone can help me with this also..

when i actually test my task scheduler auto shutdown program, when i leave it it runs perfectly. but when i have a running program on the background the task scheduler wont work until the program was closed or stops..
thats why im making another task scheduler program that will closed all programs on the background when the specific USB device was remove..

By the use of vbscript..
