Default Riding in tandem doing crimes..How to solve/prevent

There have been suggestions as to how to curb crimes specially those who are motorcycles riding in tandem. These criminals are hiding their identity inside the helmet and can easily evade police.

    My suggestion is to
    1) limit the backriders to only women.
    2) Back riders should use open face helmet.
    3) constant randaom checkpoints.

    Whats your suggestions.

Hope some lawmakers are reading this post.

    @TS reactive solution.

try asking yourself "why is there crime?" or "why do people commit a crime?"

why not mag butang ug plate number sa helmet unya e register sad every year instead anang binuang nila na sticker. para dali ma trace ang tag-iya sa helmet. Pero dapat dili kaayo mahal ang rehistro, sakto lang gyud para sa helmet.

    1) limit the backriders to only women.
    - This is against the law. This is sexist. And there also women shooters too.

    2) Back riders should use open face helmet.
    - Yes, I agree with this partly. However, this is quite difficult since some could argue about safety.

    3) constant randaom checkpoints.
    - This is effective in a sense, but some easily slip though.

I think the best solutions are.
1.) Stricter gun laws / A department specializing in tracking unlicensed guns
2.) Higher penalties & jail time for abusive gun owners, both licensed or not
3.) Our police should invest money on proper forensics. Nationwide Finger printing and criminal database, GSR, and a national website list of wanted people
4.) Allow bounty hunters, with some regulations.

re 1 and 2, try reading up on our current firearms law, again, why blame the gun? Why penalize peaceful, responsible, legal gun owners instead of going after the criminals?

to solve a problem, you should find the root cause.

...para di na magbalik-balik ang problem.

So car drivers could never be criminals? Lol... don't you think bike riders are already unfairly discriminated against? The big-time gangsters are free to drive around with cars full of weapons, drugs, whatever.... and with no risk of being stopped at a checkpoint unlike motorcyclists who are routinely inconvenienced.
