When a fire sometimes breaks out in downtown Cebu, especially when it involves a business establishment, you can count on an eager mob to gather around the vicinity and steal whatever they can when a commotion breaks out momentarily. There's even looting when shanties catch fire. Word is that people prefer the Fil-Chi Volunteer Fire Brigade over the government's, because people seem to trust the former more.
