Yep. D manka ka.change ROMs if d rooted imo device. Advantage? Ibutang rman na sa devs sa ROM unsai naa nila nga wa sa stock ROMs and ubang custom ROMs. Naa ra na sa changelogs sagaran.

does the rooting come before changing the rom? or is it the same thing? I'm still learning pa man ani. i'm eyeing to buy an android tablet and i need to take control of the apps.

The rooting process generally is:
a.) unlock bootloader
b.) change recovery.img (change with e.g. CWM or TWRP)
c.) flash supersu.apk

you can skip step c.) and flash a rooted custom ROM (most custom ROM have a pre-installed root app).
