BANTAY MANDAUE 161 INCIDENT COMMAND SYSTEM
Mandaue City lies in the mid-eastern part of Cebu. A 34 square kilometer stretch of mostly flat and plain lands on the precipice of the Mactan Channel . Located at the very heart of the island of Cebu, this City is part of Metro Cebu and is currently the passageway of all vehicle traffic in and out of the Cities of Lapu-Lapu and Cebu. Moreover, mandaue city is situated lower than its adjacent cities and municipalities and is consequently prone to flooding. Medical and Disaster emergency response in the city is mainly handled by the Bureau of Fire Protection (BFP), the Accident and Emergency Response Team (ACERT), the Emergency Rescue Unit Foundation (ERUF) Inc. and the Philippine National Police (PNP), Each of these rescue outfits operated independently and are scattered from each other. Because of this set-up, Response to emergency and disasters were dis-integrated and delayed.
As a highly urbanized city with a population close to 400,000, it became the top priority of the local government to make available a responsive and effective medical and emergency response system that would consolidate the resources of the different emergency and rescue outfits from both the public and the private sector. The birth of the Bantay Mandaue 161 Incident Command System was the beginning of a public private partnership between the City Government, ERUF, BFP, PNP and the City’s 27 Barangays to forge an insoluble partnership to contend with everyday emergencies, natural disasters and calamities.
While the Bantay Mandaue Incident Command System was undergoing physical set-up, Barangay Disaster Brigades made-up of volunteers from each barangay were trained in basic first-aid, disaster response and rescue training to qualify them as first responders in any emergency situation. After the Incident Command System became operational, the newly installed traffic control system was integrated into the incident command system thereby capacitating Bantay Mandaue to respond to traffic and police emergencies and observe the city’s main roads and intersections through the command center.
The City likewise acquired the 161 Emergency Hotline number for Mandauehanons to call in case medical, police, fire or traffic emergency. This communications system will significantly reduce the dispatching and response time of emergency medical first responders and bring life-saving help to those who need it the most, faster.
The nerve center of the Bantay Mandaue 161 Incident Command System being the Command Center, its limbs are the indispensable clusters from which emergency reports are forwarded and emergency response vehichles and teams are dispatched. There are five barangay clusters in Mandaue composed of barangays which are contiguous to each other and share similar geographical characteristics. They are the Centro Cluster, the Mahiga Cluster, the Kadagatan Cluster, the Butuanon Cluster and the Kabukiran Cluster. This clustering of the barangays ensures that response time to emergencies meet the international standards and therefore, becomes the difference between life and death. Currently 3 of the 5 barangay clusters are online and fully operational. These are the Centro Cluster where the Command Center is located, the Mahiga Cluster and the Kadagatan Cluster. Over and above these communication systems, each barangay is provided a failsafe VHF and UHF radio communication system.
