^^ Nope. Parkour generated from France. Though Jackie Chan's stunts involves somewhat some Parkour movements, it was David Belle who formally established it. I would rather categorize Jackie Chan's style as XMA (Extreme Martial Arts).

Strictly speaking, Casino Royale sported Free Running, not Parkour. These two are somewhat very similar. Sebastian Foucan, the originator of Free Running was a former Parkour enthusiast, and a close friend of David Belle, the one who started Parkour.
