Party Venue for 500+ pax

We're in urgent need of a "party" venue--with or without a caterer. Nothing fancy. The priority is safety, size of space, and location. We have to at least be sure that those attending the event will not be mugged or dragged into some unknown alley. Size of course is of utmost importance. Location should be within Metro Cebu.
