Yes, "intact" in a sense that anytime the Executive wants to get it back it is READILY available.

Appropriation doesn't mean it has to be cash. When all MP fund is commingled in the National Budget, there is a point in time nga ang General Fund is depleted to the point nga DILI na ka support ug funding sa usa ka energy-related project. SO WALA NAY CASH OR NAA MAN GANI PERO KULANG. So what happens now is DBM could appropriate a "cheque/voucher/SARO" if there's an energy-related project that needs to be funded. The government can guarantee to pay the money back since our government can generate revenues/cash from our taxes.
