Honestly, other churches do not ask the government for funding to build their churches. And really, rebuilding the Catholic church is the the Catholic administration's responsibility. As I stated before, not all taxpayers are Catholics, and the government, by constitutional mandate, cannot favor any church. Do not make the entire country pay.

the Gov't did not think of the churches as religious sites but rather historical | cultural heritage sites.

being part of the rich cultural past. it's actually in the constitution and there's an actual government agencies created to tackle this issue.

This is just another way of circumventing the law. Mao nay problema. Klaro kaayo ang balaod pero pangitaan gihapon ug lusot. No matter how you analyze the situation, the government funding for the renovation/rebuilding of Catholic churches violates the constitution. Hinoon dugay na man ni nga problema. it happens to an island in indonesia , the epicenter is just 38km off the coast with multiple waves up to ++ meters
