You can still use Google Maps without an active Internet connection. You just have to store that area of the map prior to offline usage by:
1. Going to your map settings and enable "make available offline"
2. Or dip fingers a few seconds on that specific area
Either way, you get this radius sort of thingy allowing you to select that area to save for offline viewing.
If you're into biking and want turn-by-turn voice instructions, I suggest having a look at OsmAnd+ (on Google Play). It's a whole bunch of "tools" and "maps" you can use for free.
If you want to explore places and alleys you've not been before, use mapmyride.com's router planner and export your route to OsmAnd+ manually. As mentioned, the app will tell you where and when to turn right or left. It's really a cool app.
Unfortunately, mapmyride can't help you if you're heading towards a one-way traffic, so be careful. It's also best to check out the route you've created before exporting, because once I failed to do that, and I headed directly towards a dead end
