provided nga high end. the problem would be if the seminar was the same as the previous ones, which would not justify the cost.

I doubt a Cebu City would hire a speaker that is not that known in the business world. Cost-justified? it's not even the city halls loss cause they only select who they think deserve to be in the seminar and paid for it.... It's actually the people who were at the seminar who didn't get the bigger picture.

It would be much cheaper to buy technology literatures
and provide towards the needful, let them read and learn.
I think that would be more effective than the summarized way
of oral lectures and seminars.

as what other members said, seminars can really be expensive..
as for the extravagant venues, I think it is one way to make the listeners be thrilled and religiously attend the seminars..
