72-hour deadline ‘to curb corruption’

THE 72-hour transaction policy imposed by Davao City Mayor Rodrigo Duterte will serve as a deterrent to possible corrupt practices in a local government unit (LGU), an official of the Department of Local and Interior Government (DILG) said.

Merilo Q. Limbaro, DILG-Davao city chief, said the 72-hour transaction directing all department heads to act on all permits within three days is as stipulated in Republic Act 9485, or the Anti-Red Tape Act (ARTA) of 2007.

"Personally, pag madugay ang hatag ang transaction, posible tinubdan na sa corrupt practices (Delayed transactions are sources of corrupt practices)," Limbaro said in an interview with Sun.Star Davao.

"Under the ARTA, there is a provision that states about the Citizen's Charter," he added.

He said all employees of government offices are mandated to abide by what is written in the Citizen's Charter, or the information billboards that provide the "procedure to obtain a particular service; The person/s responsible for each step; the maximum time to conclude the process; the document/s to be presented by the customer, if necessary; the amount of fees, if necessary; and the procedure for filing complaints."

ARTA states that information billboards should be "posted at the main entrance of offices or at the most conspicuous place, and in the form of published materials written either in English, Filipino, or in the local dialect."

"Mas maayo na nga balaod para mahatag ug hinanali ug diha-diha ang kinahanglan sa mga yanong tao (This law is for the better good as it requires quick service even for ordinary people)," Limbaro said.

The new policy imposed by Duterte was his first marching order to City Hall department heads upon his assumption of office.

"All permits must be acted within 72 hours," Duterte said.

The policy, he said, was aimed at curbing corruption in the different departments of the City Government of Davao.

"Pag-abot sa 72 hours, dili gani nimo i-release sa taong aplikante, you forward the permit to me on this table. Mangutana ko ug ngano niabot ka ug tulo ka adlaw. Sa kadtong mga tao nga nadugay, ayaw namo pag hatag ug kwarta total diri man ninyo kuhaon sa akong opisina (After 72 hours and what you’re applying for has not been released, forward it to me and I will be the one to ask why your transaction wasn’t acted on in three days. Those who are suffering the inconvenience, don’t even think of giving grease money since you will be getting your transaction documents from my office)," Duterte said.

Limbaro said the 72-hour transaction policy should be applied to all local government offices, especially in barangay units. (ANC)

CHR questioning on Duterte's move against the criminals, for what? Did they file a case against those gun for hire killers/kidnappers killing without any ounce of pity just to get what they want? I think they should perhaps examine themselves if it is rightful for a government body to file cases to those policemen who were involved in an alleged murder-shooting-incident a couple of days ago yet, for me, it was a very legitimate operation. Mas maayo pa nga gipatay kaysa prisohon unya makapiyansa or maka-ikyas ra gihapon...then they will repeat kun unsa man ila binuhatan sa una.
