The Toledo City Jail warden was killed while a jail officer was wounded after another jail officer shot them beside the prison’s gate Friday afternoon.
The gunshots hit the warden, Chief Inspector Anaclito Dusaran, 31, in his head and legs.
Although she tried to run away when the gunfire started, some gunshots still hit Jail Officer 2 (JO2) Maria Milamid Abella, 34, in her left side and back.
Witnesses pointed to JO1 Donald Isidore Ramas, 42, as the alleged gunman. Less than an hour after the shooting, Ramas turned up at the police station and calmly surrendered.
Ramas reportedly got mad at Dusaran because the warden refused to let him file for a leave of absence. Dusaran died on the spot, while Abella was rushed to the South General Hospital in the City of Naga. Four empty shells from a 9mm pistol were recovered from the crime scene.
Quick attack
JO1 Armando Rolio, who saw the attack, said that Dusaran was sitting along with three other jail officers in the searching unit beside the entrance to the Toledo City Jail at 1 p.m.
Abella, who is assigned in the administration and records section, sat near Dusaran at that time. Rolio said Ramas, who was on duty, came out of the jail premises and approached Dusaran. Without saying anything, Ramas allegedly pointed his pistol just centimeters away from Warden Dusran’s head.
Dusaran, surprised by Ramas’s action, tried to run away but Ramas allegedly shot him in the legs, then in his head. Abella, Rolio and the other jail officers who were sitting next to each other scampered to safety, but Abella was also hit. “Paspas kaayo ang mga hitabo, sunod-sunod ang buto. We tried to take cover before doing anything because we might get hit (It was so sudden. The shots were fired rapidly),” said Rolio.
Silenced
He said he and Abella were unarmed. JO1 Raymond Olid, who was with them when the shooting happened, had a firearm in his holster, but Ramas pointed the gun at him before Olid could draw his gun out. “Wala na siya (Olid) kalihok kay gitiunan man sad siya (Olid couldn’t move after Ramas pointed the gun at him),” said Rolio. After the shooting, Ramas walked away, boarded a motorcycle and yelled at his colleagues that he was going to the police station to surrender.
There was only one visitor in the search area during the shooting. At 1:42 p.m., Ramas arrived at the Toledo City Police Station and surrendered to Senior Police Officer 4 Carmelito Hornales, the desk officer at the time.
Hornales said that Ramas arrived then placed his pistol and three magazines with live bullets on his desk. He also said he wanted to surrender because he had just shot his jail warden. “Nakurat na lang ko nga kalma ra kaayo siya ni-surrender didto na murag wala’y nahitabo (I was shocked because he was very calm. It was as if nothing had happened),” said Hornales.
Surrender
He referred Ramas to their investigation department and verified the officer’s claims. Minutes later, some jail officers arrived at the police station and asked if Ramas had surrendered to them. “Kung wala siya (Ramas) mo-surrender, dili unta mi makahibawo nga naa ba diay ingon ato nga nahitabo (Had he not surrendered, we would not have known what happened),” said Hornales.
Ramas was detained at the station. Sun.Star Cebu tried to get his side, but he just said, “Dili lang usa ko motingog. Adto na lang sa husgado.” (I will not talk yet. I’ll just talk to the court). Ramas has been assigned as a jail officer in the Toledo City Jail since 1996. Rolio said that earlier that day, Ramas asked Dusaran to let him go on leave on Monday, to work on papers for his schooling. “Schooling” is how police and jail officers refer to training courses, which are often required for their promotion.
Grudge?
But Dusaran reportedly declined Ramas’s request, pointing out that their policy required that such leaves be filed a week ahead. “Mao ra gyud to ang rason nga murag nasuko siya ana pagkabuntag. Dayon gadumot na siguro siya tungod ato (It’s the only reason I can think of for him to get angry that morning. He must have harbored a grudge because of it),” said Rolio. Dusaran, single, hailed from Iloilo City and was assigned at the Toledo City Jail on Dec. 20, 2012. Roger Ortega, a teacher of the inmates of the Toledo City Jail, said Dusaran was kind and generous. “Kalma ra gyud to siya nga pagka-taw (He was calm),” said Ortega. Toledo City Police Chief Michael Anthony Bastes said a murder complaint may be filed against Ramas, depending on the results of their investigation.
