Let me share a story.
There were two applicants, "A" and "B" that applied almost two years ago.
"A" got hired right away and "B" was not.
"B" kept trying. "A" helped "B" from time to time.
"B" almost gave up.
"A" insist to keep trying, and eventually, with the right time and opportunity, "B" was hired.
Now they are both happily working here.
Lesson: If you don't get hired the first time, try again.
For your case bro, since you have a friend working here, why don't you ask him/her to refer you.
If someone can back you up, things would get much faster.
Also, I was not there when you applied, so I dont know the exact details.
But there's one thing I do know, it is that here in Fluor, we don't do things just by "preference".

Yes. Ideally, you count 30 calendar days backwards from the day you wish to start your first day at Fluor.
When you figured that date, that's the time you tender resignation.
Medical is a requirement for employment, not a requirement for resignation.
You can do it AFTER you tender your resignation, as long as its completed BEFORE your first day of duty.
for example:
Mr. B was hired. He and HR agreed that he will report on August 12.
He signed the Job Offer today.
Counting backwards 30 days from August 12 is July 12.
That means that Mr. B can tender his resignation between July 4 (tomorrow) and July 12.
If he chose July 4, his 30-days-of-penitence will end August 4.
He still has the days between August 4 and 11 to seek medical exam.

I was scheduled for final interview next week in Fluor, formality na lang ba ni ilang final like involve na ug JO or possible pa nga mo-fail? Can you give me some insights of their final interview?

I believe that the interview, at any given stage, final or not, can make or break the deal.
If the exam is given to measure your technical skills, the interview is conducted to measure your "soft skills".
Soft skills like, grace under pressure, confidence, politeness, honesty, and many things.
If you were asked for interview, make sure that you leave a good impression to whoever interviewed you.
So i suggest, dress properly. Business attire if possible. (Same should be applied on your first day)
Now, if the HR mentioned that you are being summoned to sign the JO, then thats it. Congratulations.
But if the HR did not, then things are not final yet.
