    it looks like it was done using HDR or high dynamic range post processing. if you notice the leaves of the plant on the lower left side, the white halo around the leaves indicate that it was from another image. HDR entails taking a number of properly exposed images for each element of the shot and merging all these elements. In short, he took a shot of the sky then the churh and merged them.

    Not HDR but the sky underwent some PShop treatment just to make the blue that blue.
    Anyways, this church is difficult to shoot because there are always distractions (vehicles and people)
    present. Good thing I shoot this (with less distractions) on a holiday and no mass service at that time.

    You can use ND Filter. With brighter backgrounds, compensate +2/3 or to taste then try to limit shutter around 1/125. For a richer blue sky, use CP Filter.

    ND Filters reduces the amount of light passing through the lens. With that, you can keep the shutter and can adjust the aperture for the right exposure without being forced by the camera to meter highlights and get overexposed exposure. Thats in my simple understanding with the ND boss.

    Don't put the ND and the CP at once.
