Default PC won't boot with 2 sticks of RAM inserted

Hi folks, I'm new here...so anyways i was hoping anyone could shed some light on my problem.
    Here are the PC's specs:
Motherboard: ASUS P7P55D-E LX LGA 1156 socket
Processor: Core i3 540 (yeah i know really old cpu but still works for me, if ain't broke don't fix it)
    RAM: 2 x 4gb gskillz ripjaws DDR3 1866mhz
    PSU: Generic 650W PSU...

I recently installed a new heat sink for the CPU kay i wanted to try a little overclocking. Temps went over 100 deg. bisag 20-30% load ra kay stock cooler raako gamit. Got a CM Seidon 120M, with a free 120mm fan para naa push and pull of air on the radiator, is this a bit overkill para sa ako old CPU? Anyways, ang problema lang kay when I powered it up, mu siga ang board but dili mo boot ug dili sd mu produce ug beep sound. Then, i tried using 1 stick of RAM lng kay i suspected it could be RAM problems and 'lo and behold ni boot complete with beeping sound. Music to my ears jud to when i heard it kay i thought naguba. Then i tried using the other stick just to make sure nga dili ang RAM ang faulty so far ni boot man. I thought this would be a compatibility issue so i checked the manual and well, di man diay mu support ang board sa RAM. What bothers me lang is when i was still using the stock heat sink it boots up even with both sticks in. But after ka install sa new heat sink 1 stick na lng. I suspect it could be a PSU issue kay stock heat sink 1 ra ka power connector. New heat sink, 1 for heat sink power, 1 for 120mm fan, then one for radiator. So is this a power supply issue? Seeing as I'm only using a generic 650W. Thanks daan.

What video card are you using? Your board has a P55 chipset and wala na video output from the CPU.
It must be your PSU cguro kay mo boot man kaha if you won't use your Seidon with 2 sticks. Pang huwam or use another PSU to test.
Your board can run the 1866 RAMS.

Your Seidon is not overkill for your i3 540, mas init mana compared sa new CPUs.

-Forgot to mention diay, I'm currently using old trusty, a GT 240 gpu. But it's starting to show it's age na so I'm thinking of getting a new one. Suggestions? Budget should be around 5k-7k. Thanks daan.

-I was planning to buy a new and branded psu nmn lng sd, I'm thinking at least 750W-850W. Any suggestions? Brand of psu and asa palit? Oh and budget is at least 3k-4k siguro. Thanks daan.

-Yeah it can run it but wala man ko kita name niya sa recommended modules sa manual sa board. So mao to assume ko compatibility issue ang problema.

-Good point, mas newer nga gen sa cpu supposedly mas efficient man diay.

-I did, kato pag troubleshoot naku. Thanks for the advice though.

100 degrees at 30 something % load? on a liquid cooler? ouch. how far did you push sa overclock diay bro? basin gi dritso rasad nimo ug hump up to 5ghz ha. hehe. dont oc with a generic psu (rule of thumb). try clearing your CMOS bro.. it's a long shot but it's worth a try if you havent already. try checking if both ram slots work, since you already know nga both sticks work. let us know how it goes.

-- your board will only officially support up to 1600 ram, so technically, i wont support 1866 ram, but it will run though. it will self adjust to the max speed your board can support (1600 ra kutob iyang daganon). the 2200 o.c. stated on the mobo specs is IF you OC a supported speed (1600/1333/1066 MHz) up to 2200+, not 1866 out of the box.

--- my best guess is.. your PSU is the one with the issue. the seidon isnt overKILL for your cpu, but one thing it will KILL, is your PSU. before even considering other upgrades, upgrade psu sa.

-100 +deg. on sotck cooler, but using the liquid cooler idle is around 28-35 deg, full load 100% around 50+ - 60+deg. 4.07 ghz, rasd nako g up, can't get pass 4.2 ghz though. Oh and thanks sa advice, should have known better to overclock with a generic psu. Well i'll get a new psu as soon as suggestion come pouring in.

that's a HUGE overclock coming from a 3.06 stock. did you adjust the voltages?

I did, well, at least wala nako g set on auto lang, wala masd ko ni gawas sa rated nga voltage which is 1.25V. So regarding sa PSU? Any suggestions? Budget should be around 3k-4k.

3-4k budget is fine for a psu if you still want to keep "upping" the performance of your current rig. with that budget, you can get a good 500-550 watts PSU brand new. im only running a Huntkey Jumper 550w sa akong rig ra gani, but it's pretty solid 2,500 PSU running at 4.4 for a few months on an i5 3570k. i wont ask for too much from 550w. but if you really want a higher wattage (750-850 as mentioned), naa man cguro second hand nga swak ra sa imong budget. ive been eyeing @keropi 's seasonic for quite sometime now.. pero 5k lang to. check the BUY n' SELL section bro. you should find something. if not now, maybe in the days to come.

to add, your generic 600w psu is probably running 400w at best.
