m$ werd has lot'sa unnecessary codes, even a blank page consist lotsa meta whatnots.. just how m$ really suck balls big time...
You can even use OpenOffice.org's Writer to create webpages. See http://www.openoffice.org
Though, if you're planning to be great at creating standards-compliant, usable, accessible, and websites, you might want to try just using Notepad (or any plain text editor, for that matter) in creating your webpages.
After you've mastered HTML and CSS, you'll find that Dreamweaver and the other GUIs are much easier to use.

Sa webdevelopment, you should start locally before buying a domain or whatsoever. I beleive you don't like spending money with a bad website.
For a starter guy like you.. STATIC pages is a good start.
**First, you must know what TOOLS to use. e.g. Dreamweaver and photoshop for image editing. You must know the HTML tags and CSS.
**2nd, Create webpages "locally", direct link. DON'T buy a domain yet or registering to a free webhosing... (You don't want to waste your time.)
**3rd, Always maintain your files properly and well arranged.
**4th, Know the back-ends like FTP, or web-based application. it might be useful for ya. (if you have a registered domain)
use dreamweaver then upload... that's it! but before that.. you should know first how to use dreamweaver and other software to build a website. good luck!
