Harmonize in a sense that it is agreed by all parties (candidates) mediated of course by Comelec,
it should be Impartial and reveals only the truth.i.e if having pending cases in the ombudsman or
any judicial body it should be revealed and the present status of the case. Objections are anticipated
and it should be refered to the concern body or institution with supporting legal effects of course.

Accomplishment should be treated the same, I think Comelec will have an ample time to do this
scheme for elections are made merely during the end of the terms of the incumbents usually within
the vicinity of 3 to 6 years.

If we say there's television -- as we all know anything can be done there just to persuade people with their untiring "para sa mahihirap", "edukasyon at trabaho" platforms. Awareness. Research. Easy to say but hard to disseminate and understand.
it is a vicious circle... because people who are in elected office pockets the money that are supposed to go to schools and what not.... which makes the problem even worse.. less budget for schools, the number of under-educated people increases. Also, most people are always thinking about "the Now" and would rather sell their vote instead of considering the consequences of such actions. Votes being thrown away... wasted... they don't even consider why these politicians are throwing out all these money for a position that doesn't even equal to a fraction of the campaign money they're spending.

Sadly this is what the country has become and people has accepted it.

But still, even if it's a burden to these people to be more serious about the election, don't you think it's worth it? You have months or not a year to prepare for your ballot, I don't think it's that much hard work... the pay-off is well worth it. Seriously, if people really did their responsibility of voting wisely, there's no way this Binay character would get a seat in the Senate.

    1. So Comelec should investigate the legal background of each candidate as well? Or would they just accept what is given to them at face value and just wait for any other party to contest?
    2. Who would be the concerned institution to handle such cases? Judiciary or a sub committee within Comelec?
    3. Even with its current load of duties and responsibilities, Comelec can still efficiently do everything that is suggested? Would they investigate all applicants, without prejudice?
    4. How will Comelec publish the lists? Internet? Newspaper print? Frequency?
