Ghostie, it simply means that; they were undergoing security checks in the area which he found unusual because they normally don't do that in running events. There could be reasons behind it we don't know yet. Someone tipped security maybe? They had intelligence of the possible bombings? We don't know yet.

Well, when hundred of lives are at stake and there was a tip of a possible bomb, you don't tell people not to panic and it's all just a training exercise/drill. The fact that they had bomb sniffing dogs and bomb squad dispatched on the area clearly indicates there was a threat.

The explosion truly shocks the nation,
and paranoia is now spreading,
but they are the strongest country in the world,
I'm sure guns are loaded and retribution would surely be done,
either openly or discreetly.

Well, when hundred of lives are at stake and there was a tip of a possible bomb, you don't tell people not to panic and it's all just a training exercise/drill. The fact that they had bomb sniffing dogs and bomb squad dispatched on the area clearly indicates there was a threat.

There was probably no substantial reason for them to stop the event. So far that story comes from only one person. I've not come across anything similar.
