To my understanding, Minato tried to seal the Kyuubi, but because of its immense power he can only seal half of the Kyuubis power.
Now, when sealing the half, it is still so immense that he halve the half, 1/2 of the 1/2 to Minato, and another 1/2 of the 1/2 inside Naruto.
