They might just be deluded enough to do something stupid. Kim Jong Un has already been more belligerent in the few months since he assumed power than his father was in years. We also need to consider the extremely irrational things they have done in the past such as kidnapping a film maker and his wife, holding them in separate cells for years before forcing them to make a Godzilla movie for Kim's amusement. NK's leaders are clearly abnormal.
