Kim Jong Un will be neutralized by U.S. tier-one SOF elements way before he can order the strike...ala Tom Clancy.

But seriously, declaring war with the U.S. would be like committing suicide, and taking along many of the North Koreans that call him leader. And as for China? They've condemned the NK over-bellicose posturing this recent events. They have stated that they will help the DPRK IF The U.S. and/or the ROK decides to do a preemptive strike... But if the DPRK decides to be the aggressor, Kim and his people will be on their own, at the mercy of their "enemies".
