Engineer forced to sign the POWE by the Ouanos

ONE of the Mandaue City engineers impleaded in the Asean summit lamppost investigation of the anti-graft office is offering to spill the beans on suspended Mandaue City Mayor Thadeo Ouano...

Engineer Alfredo Sanchez Sr., in a counter-affidavit to the Office of the Ombudsman-Visayas yesterday, said he only signed the program of works and estimates (POWE) used in the multi-million-peso transaction because he was afraid of being relieved of his post...

The veiled threat was made by the mayor’s executive assistant and daughter-in-law Cheryl, through Acting City Engineer Hidelisa Latonio, he said...

The Ouano camp, through their publicist Jonji Gonzales, is calling everything a political propaganda.

“Gipahibaw na mi daan nga gihangyo na siya sa mga Cortes (We knew beforehand that he was approached by the Cortes camp),” he said in a text message that quoted Cheryl.

Jonas Cortes, made Acting Mandaue City Vice Mayor with the suspension of Ouano and subsequent appointment of Vice Mayor Amadeo Seno as mayor, is running for mayor against Ouano’s son Jonkie.

According to Gonzales, the Ouanos are denying the accusation but understands that Sanchez had to say what he did out of loyalty to the Cortes camp.

The anti-graft office will take judicial notice of Sanchez’s offer to testify. A panel of lawyers is conducting the formal preliminary investigation and administrative adjudication on the case.

If allowed, Sanchez may be given immunity from suit pursuant to the provisions of Presidential Decree 749, as amended. The decree gives protection to those who can give material testimony for cases involving violations of the Anti-graft and corrupt Practices Act.

Ang Papa anang Engr. Sanchez used to be a councilor sa Mandaue or something like that long long time ago. Sergio Sanchez man to If I am not wrong. Iya sister employee namo for 30 years na. Abay as we call Aflredo mo tagad man pero dili close. Kato ila brother nga pulis sa una Anti-Cortes man to kaayo sa panahon ni Mayor Boy. Dili giod na siya ma ingon nga loyal supporter namo. I asked around sa mga tao sa amo compound about engr. sanchez. Bata diay ni siya ni Ouano sa una pa. I guess gi kuyawan na ni siya kay ni squeal man siya. Basin ga tago na ni ron.

Kwaks, thanks for the update. so with this revelations from some of the respondents that they too were coerced in signing the POWE brought to them by Cheryl. that maybe, was prepared by somebody else, the Ouano camps alibi that "Sanchez was contacted by Cortes" would no longer hold ground, since most of them were not even contacted by anyone from the Cortes camp in the first place. tsk tsk.

when there's smoke there's fire. and I'm sure Ouano's arse can't take the heat any longer right about this time.

Respondents planning to squeal

EVEN before engineer Alfredo Sanchez submitted his counter-affidavit—saying he was forced to sign a document used in buying the allegedly overpriced lamps installed in Mandaue City—others already went to the Office of the Ombudsman-Visayas and made the same revelation.

Their stories, Acting Deputy Ombudsman Virginia Santiago said, went along the same lines: that they were forced into signing the program of works and estimates (POWE).

Santiago told them all the same thing, asking them to submit sworn statements to that effect.

The 2,310 lamps and streetlights carried a total price tag of about P365.87 million. These were installed in Mandaue and the cities of Cebu and Lapu-Lapu, which hosted the Asean and East Asia summits last January, along with Cebu Province.

Sanchez, in his counter-affidavit, said he signed the POWE because Acting Mandaue City Engineer Hidelisa Latonio told him that the instruction to get his signature allegedly came from Mandaue City Mayor Thadeo Ouano.

Latonio, he revealed, even told him that the mayor’s executive secretary and daughter-in-law Cheryl Ouano brought the document to her (Latonio’s) office.

No deal

The person, said lawyer Julius Ceasar Entise, will come out and make a formal statement when the right time comes.

Entise, who represents Sanchez, also denied the allegation of the Ouanos that Vice Mayor Jonas Cortes, who is running for mayor in the May 14 elections against Thadeo’s son Jonkie, prompted Sanchez to say he was threatened to sign the document.

“Cortes never contacted us,” said Entise, who admitted that Sanchez is an uncle and that Cortes is a family friend.

He said that while Sanchez asked for his advice the past weeks, the engineer only became his client recently, when his lawyer from City Hall told Sanchez to admit to preparing the POWE.

“The counter-affidavit will be the same even if it wasn’t the election season. He often asked me for advice even before the suspension order came out,” Entise said.

I still see a lot of places/private residences with huge Ouano posters - I hope and pray it's just for the money and that these people will vote for Jonas or Seno come May 14 election day. Cause I shudder at the thought of having Jonkie win this crucial elections.
