when the US bases were booted out, they were strict in giving out even tourist visas.
when GMA agreed to balikatan VFA agreement, the visas were relatively easier to get.
now, that an american is killed just like when the husband of an american was killed in mindanao, expect a hard time in getting visas.
the bottomline is that when the political ties with america changes, so is their diplomatic mood.
in connection to this, i don't think this will prosper because they need "illegal immigrants" for their workforce. that is why the government is turning a blind eye on an estimated of 13 million illegals in the U.S. I am even surprised that Filipinos only comprise 250,000 out of that number.
Because election is around the corner, this will just what it is, a plan.
