there's something wrong when you have a government authority citing a survey as basis for their performance

he's not alone in doing this though. he learned a lot from his boss.

this is the reason why i can no longer take the surveys here in the Philippines seriously. especially when most of these surveys are being commissioned by the same people who use it for their propaganda

PNP chief is implying that they must be doing something well since they received a high satisfaction rating from a mere survey

this in spite of the proliferation of crimes around the country. a crime is still a crime even if petty.

i seem to get the impression that he's saying since wala may daghang gibalita nga kidnapping or pangbomba, ni-ubos KUNO ang crime rate karon.... maski nanaghan ang kawat/homicide/modus/pamusil diri LOL
