Mandaue to ban tinted motorcycle helmets

WEARING tinted helmets in Mandaue City may soon get motorcycle drivers a fine of P200 to P500 if the city passes a proposed ordinance banning such a gear.

The proposal, which passed second reading at the City Council last Wednesday, was raised due to the number of crimes in Mandaue City involving motorcycle-riding assailants whose identities could not be determined because their faces were obscured by helmets.

“The spate of summary killings and shootings perpetrated by men in motorbike has reached an alarming level,” said Vice Mayor Carlo Fortuna, author of the proposed ordinance.

“Efforts to solve the crimes remain difficult as a result of the failure to identify the malefactors who usually cover their faces by using a helmet that completely covers their faces.”

The draft ordinance states that the ban covers tinted face protectors, eye protectors, “windshields” on helmets or any gear that hides the face of the wearer from other motorists, pedestrians and law enforcers.

According to the Mandaue City Police Office, many perpetrators use motorcycles and wear helmets when carrying out crimes. Some of them wear tinted helmets.

Robbery incidents involving motorcycle-riding perpetrators in Mandaue City went up from 53 in 2007 to 62 in 2008 from January to October . This accounted 23 percent of committed crimes in Mandaue.

Nine suspected hoodlums on motorcycle were arrested by police last month.

Last year, PO2 Jose Clint Cañete, an anti-drugs policeman, was shot dead by motorcycle-riding assailants, both wearing closed helmets.

The case drew more attention to motorcycle-riding criminals.

Naa koy question, I'm from Cebu City. Unya wala gibawal ang ang tinted na helmet. Then mo adto ko sa Consolacion, syempre mo agi ko sa mandaue. Dakpon ghapon ko?
