In this case its cowardliness of love not necessarily cowardliness of everything (i.e. fights,scary movies). He may loved/liked her so much that he can't dare imagine life without her. (Darn i miss my GF )
Solutions:
1. The girl can have a middleman(bridge), since he can speak normally to others (friends) guy/girl might do. As means of communication (Baduy Lang)
Note: just make sure that there will be 0% chance that the guy and the bridge magkadayon (some ends this way) ^_^
2. If the girl can't wait, approaching him, it would be a bit awkward but it usually works this way...
