the question now is how this prepaid electricity will be implemented, and how the computation is done. In general, I still see this as a big advantage for household consumers who are bothered about high monthly bills because you can keep track of your consumption, plus you no longer have to go through all the paperwork just to apply for a new electricity line.
Another positive side to this, specially for those who are renting apartments, houses, rooms, etc... the Landlords can just give a prepaid line which makes it easier for both landlord and tenants. Why? Tenants are no longer needed to have a security deposit for the electric bill (which some landlords ask).
