I know you asked for a web app, but did you know you can get free programs you can own that will do that? The simplest is Irfanview. It's easy to use. You can also get a more complex program for free, called GIMP. It's harder to learn but it can do much more, too.

Someone has already mentioned Photoshop. It's very expensive, but it's the industry standard for people who process photos commercially. It does lots of other things too, from video editing to making graphics. You can get it for free for 30 days at adobe.com. I know you asked about web apps but I don't know much about them so I thought I'd share about the offline programs for people who are interested in them.
