I dont know if its the same in Mandaue but I always watch the Cebu City Council session in channel 15..

the city council is composed of 9 councilors , included na ang sk president, og ABC president (sakto ba??).. in this approvals , it doesnt have to follow since one is identified, he also agreed.. Majority wins..

and you always know that only Cabahug, Bercede, Cortes is not "kaabig" by the administration... the only thing I know is that in every loan the city enters , Cortes, Joy Ouano, Bercede is always abstaining ..which means even if they oppose, its no use..
