THE MANDAUE-MACTAN BRIDGE (the Old Bridge) was constructed during the term of the late President Ferdinand Marcos. The construction begun in 1970, a year after the declaration of Mandaue as a chartered city, and finished in 1972. That's 2 years time. It is 846 meters long and 9 meters wide and was designed and created wholly by Filipino engineers.

the Marcelo Fernan bridge spans a length of 1.24km, a mega bridge connecting the islands of Cebu and Mactan, is listed as "The World's Longest Center Span Extra Dosed Cable Stayed Bridge" in the Guinness Book of World Records. The bridge was inaugurated on August 3, 1999. I just don't know how long it took the bridge to finish. perhaps 2 yrs?

The San Juanico bridge in Leyte, a compression arch bridge, is the longest bridge in the Phils spanning a body of water with a length of 2.2 kms. It was finished in 4 yrs time during the term of the late President Marcos.

Hangzhou Bay Bridge, is a bridge with cable-stayed bridge portion across Hangzhou Bay off the eastern coast of China. Construction of this bridge started on June 8, 2003 and was opened to the public on May 1, 2008. That's 5 yrs time. The bridge itself is 35.673 kms long with 6 expressway lanes in two directions.

ALL OF THIS IS JUST FOR TECHNICAL COMPARISON. Because of new technology nowadays, maybe making a bridge from Cebu to Bohol and as long as 90 kms will only take less than 8 yrs to finish. it also depends on the bridge design, sufficiency of funds, logistics like manpower and equipment, and road right-of-way acquisition.
