BRUSSELS (Reuters) - NATO on Wednesday called on North Korea to cancel plans for its second rocket launch of 2012, saying it would violate U.N. resolutions and could further destabilize the Korean peninsula.
NATO ambassadors expressed "grave concern at North Korea's declared intent to launch a rocket using ballistic missile technology this month", an alliance statement said.
"Such an act would be in direct violation of United Nations Security Council Resolutions 1718 and 1874. It would risk exacerbating tensions in the region and further destabilizing the Korean peninsula," it said.
"We call on the North Korean authorities to meet their obligations under international law and comply fully with the will of the international community as expressed by the United Nations Security Council and the moratorium on missile launches," it said.
North Korea's state news agency announced the decision to launch another space satellite on Saturday. Media reports say North Korea told neighbors it would take a path similar to that planned for a failed rocket launch in April.
Russia and China urged North Korea on Monday not to go ahead with the planned rocket launch, with Moscow saying it would violate restrictions imposed by the U.N. Security Council.

North Korea completes assembly of long-range rocket on launch pad

    KyodoPosted at 12/05/2012 12:42 PM | Updated as of 12/06/2012 9:10 AM

SEOUL - North Korea has assembled on its launch pad all three stages of a long-range rocket it plans to launch this month in defiance of U.N. Security Council resolutions, a South Korean government official said Wednesday, according to Yonhap News Agency.
"North Korea is believed to have completed the installation of a long-range rocket on the launch pad" at the Sohae Space Center, located at Tongchang-ri in the country's northwest, the official was quoted as saying on condition of anonymity.
"Some workers are pulling out of the site," the official added.
Officials told Yonhap that North Korea is now expected to install support equipment, such as radar and cameras, before fueling the rocket.
North Korea announced Saturday it will launch its Kwangmyongsong-3 polar-orbiting earth observation satellite by carrier rocket Unha-3 in the period between Dec. 10 and 22.
South Korea, the United States and Japan view it as a disguised test of a long-range ballistic missile capable of carrying a nuclear warhead and have vowed to cooperate in their responses to the launch if it goes ahead.
It would be the North's second launch attempt under current leader Kim Jong Un, who took power following his father's death last December.
North Korea's previous attempt last April was unsuccessful and drew strong international condemnation.
On Tuesday, U.N. Secretary General Ban Ki Moon urged North Korea to reconsider its decision, saying any such launch would heighten tension in the region and constitute a "clear violation" of Security Council resolution 1874, under which the country is prohibited from conducting any launch using ballistic missile technology.
Ban called on Pyongyang to suspend all activities related to its ballistic missile program and reestablish its moratorium on missile launches, as required by the Security Council.
On Monday, North Korea notified the International Maritime Organization of preliminary coordinates that predict the rocket's first stage would fall into the Yellow Sea between the Korean Peninsula and China, and the second stage off the Philippines.

NDRRMC on 'red alert' for N. Korea launch

MANILA, Philippines – The National Disaster Risk Reduction and Management Council (NDRRMC) is on “red alert” status for the anticipated rocket launch of North Korea.
NDRRMC said its technical management group (TMG) met on Saturday to discuss the launch, which Pyongyang earlier announced will take place between December 10 and 22.
“The TMG discussed measures for civil defense and public safety. Pre-positioning of equipment, emergency response teams and issuance of warnings for shipping, fishing and flights in the projected path of the satellite/rocket were tackled,” the NDRRMC said in its bulletin.
Several agencies, including the Department of Interior and Local Government, the Coast Guard, Navy and Air Force will also implement pre-emptive measures in preparation for the launch.
“The public will be informed as soon as they are obtained from appropriate sources,” the NDRRMC said.
