the national bureaucracy should be a partner with the LGUs in helping make things better ... the COA of Mandaue City is a very bad example of national agency aiding and abetting in corruption and in delaying GOOD projects ... in direct violation of its mandate ...
COA allowed the 110,000 peso Lampposts of the SHABUAYAKING ... the precursor of the 350,000 peso Lampposts of the Asean Conference ... ...
