OS doesnt matter.

it says connect your device while at OFF right? do just that.
then go to Device Manager, find the device with QUESTION MARK icon.
open its properties, go to Driver tab, select update driver.
Select Manual update, then browse to the location of "DRIVERS MTK 6516 XP"
select the file there.
thats it. your driver will be configured.
thats how i did it.
