It's one big cornucopia of corruption, but how do we measure it?

Check the value of the cars in the parking lot.
Can the state employee really afford that gold watch and latest i-phone?
Their kids are schooled abroad...hmmm?
Their property was paid in cash... from where?

Being as it's such an enormous problem here they should treat graft money the same as Western nations treat drug money.... if you can't explain it then expect to forfeit it. There is just no will to go after these people because at the end of the day the political establishment functions more like a private club than anything else and of course they don't want their own perks scrutinized... so better to ignore the issue.

The least corrupt is still corrupt... the question is, if there is a government agency that is not corrupt at all.
