the aquariums weren't new, they were just given a bigger focus in the TV series. As for Penny Blake, I think she's too important in establishing the Governor's personality, so I think she'll be seen in the future.

all I can say is that the governor's chic was hot

I think the governor's decision regarding those soldiers was right (they could rebel) so that people of Woodbury could still live in peace but his decision regarding that wounded lieutenant was really unacceptable and inhumane.

Michonne should cut the governor's head off once Rick will reach Woodbury.

Definitely right from his perspective, knowing his history how he get that position you would understand he would kill any competion. The woodbury would still be at peace but big chance he would not rule it anymore. Coz judging from the soldiers actions they still have their captain. That's why he shot him first. In the world were dog eat dog society prevention is better than competition.

They both lie in their protection agenda. Mura'g mas villainous ang Governor 'cause he collects those beheaded walkers and some humans he terrorize in order to get supplies for his group for them to survive longer.
