    MANILA (Updated) -- The Philippine National Police (PNP) served an arrest warrant Thursday on former President and now Pampanga Representative Gloria Macapagal-Arroyo for a charge of plunder.

    Senior Superintendent Joel Coronel, PNP Criminal Investigation Group National Capital Region chief, said they served the warrant on Arroyo at the Veterans Memorial Medical Center (VMMC) in Quezon around 4 p.m.

    The Pampanga representative was admitted Thursday morning at the VMMC after complaining of numbness of her hands. She returned to the VMMC, prior to the service of the arrest order, for a regular therapy for a neck injury.

    Her attending doctors said she is suffering from dehydration and had to be confined.

    The warrant was issued Wednesday by the anti-graft court Sandiganbayan over the alleged misuse of P365 million in Philippine Charity Sweepstakes Office (PCSO) funds during her presidency.

    Arroyo was previously put under arrest at the VMMC on a charge of electoral sabotage, but she jumped bail.

    Coronel said Arroyo was with her lawyer, Anacleto Diaz, and her spokesperson, Elena Bautista Horn, during the service of the warrant.

    He said Arroyo underwent medical check-up and other standard procedures like finger-printing upon the service of the warrant.

    Coronel said that based on the initial medical examination conducted, Arroyo was found to be suffering from hypertension. He said the doctors told them that transferring Arroyo "is not feasible as of this time."

    He said Arroyo will be confined at the VMMC at least for the rest of the day and will be guarded by the Police Security and Protection Group. He said it will be up to the Sandiganbayan if Arroyo will be confined in a regular jail.

    "Right now, the former President-congresswoman Gloria Macapagal-Arroyo is under arrest and detention and now under the custody of the Philippine National Police. She is presently confined at the presidential suite of the VMMC," said Coronel.

    As what I've assessed, I think she's likely suffered from AGE with mild to moderate dehydration. "Dalia gud nakalibanga" LOL. maayu man ug nakakaon ug contaminated food or ni inum ug alcohol. "Gikalibanga tingali na kay ni increase iya level of stress ug extreme nervousness kay tungod sa the word "arrest for plunder". Of course her numbness is due to low electrolyte levels especially Potassium which primarily plays a role of muscle contraction. Hypertension would also trigger sa dehydration kay there's compensation resulting to increase peripheral resistance of blood volume. Mostly IV therapy with monitored intake and output, diuretics and hypertensive meds kasagaran tambal ana for acute cases. Life threatening implies only to chronic cases/complications such as severe dehydration and excessive vomiting.

    MANILA, Philippines - The lawyer of former President Gloria Macapagal Arroyo said her re-election bid as representative of the second district of Pampanga despite her frail condition is not meant to block any law suits.

    In an interview with ANC, lawyer Raul Lambino said Arroyo will continue to serve her people even if it means her life.

    “She wants to serve her constituents in Pampanga…It's the clamor of the people in Pampanga.” He said Arroyo can’t just turn her back from them.

    "Even if you are suffering from something that is life-threatening…Even if it is going to take her life, she will continue serving her people,” he added.

    The Sandiganbayan postponed to October 29 Arroyo’s arraignment in connection with the plunder raps filed against her by the Office of the Ombudsman. She was charged for supposedly misappropriating some P366 million in Philippine Charity Sweepstakes Office funds.

    She was supposed to be arraigned yesterday, October 5. Lambino said it is now up to her doctors if she will be allowed to attend the next scheduled arraignment.

    Arroyo was already moved out of the intensive care unit of the Veterans’ Memorial Medical Center. Dr. Nona Legaspi said, however, she was advised against attending the arraignment on Monday since she showed signs of ischemia, or the restriction of blood supply to the tissues.

    Lambino said she may suffer a heart attack if not treated properly. Arroyo’s counsels in the case also earlier asked the anti-graft court to dismiss any attempts for her transfer to a regular jail.

    MANILA, Philippines - The Sandiganbayan has approved the hospital arrest of former President Gloria Macapagal Arroyo, but with conditions.

    In an eight-page ruling issued today, the first division of the anti-graft court implemented five conditions for Arroyo’s continued hospital arrest at the Veterans’ Memorial Medical Center (VMMC).

    The court specifically ordered Arroyo to pay all expenses for her confinement and medication.

    Her use of cell phones, Internet and other forms of technology shall first be approved by the Police Security and Protection Group.

    The court also said the Philippine National Police will have “full control over visitors.” She will also not be able to grant media interviews until the court gives clearance.

    The court said she will remain at the VMMC “until further orders of the court.”

    The court earlier said there is probable cause to indict Arroyo for plunder in connection with the alleged misuse of P366 million in Philippine Charity Sweepstakes Office (PCSO) funds.

    Meanwhile, the court also held off any ruling in connection with her medical exam at the Philippine Heart Center.

    The pleas of the other accused, PCSO former officials Manuel Morato, Rosario Uriarte and former Commission on Audit chief Reynaldo Villar, were junked for mootness. They asked that the court quash the findings of probable cause.

    Ailing ex-President pushes for medical parole

    MANILA -- Pampanga Representative Gloria Macapagal-Arroyo asked her colleagues in Congress on Monday to ensure the “expeditious passage” of a measure that could allow her to seek medical parole in case the Sandiganbayan convicts her for plunder.

    The former President, who is under hospital arrest over plunder charges, filed House Bill 6608 or the Medical Parole Act of 2012, which will authorize the Board of Pardons and Parole under the Department of Justice to grant medical parole to ill prisoners.

    Together with her son, Camarines Sur Representative Diosdado “Dato” Arroyo, she argued that sick prisoners should be granted parole “as a gesture of mercy and compassion.”

    The Arroyos added that their proposal would allow the government to save on taxpayer’s money because sick prisoners cost taxpayers “nearly twice” compared to healthy inmates.

    “For humanitarian considerations, the grant of medical parole should be allowed since all persons must be treated with dignity, whether in or out of prison, and irrespective of the crimes committed,” the Arroyos said in their proposal.

    The bill was filed on September 26, a week before she was ordered arrested for plunder on October 4. It was referred to the House committee on justice led by Iloilo Representative Niel Tupas Jr.

    Arroyo and nine others were charged with plunder over their alleged misuse of P366-million in Philippine Charity Sweepstakes Office (PCSO) intelligence funds.

    Last week, the Sandiganbayan granted her petition for hospital arrest.

    One of the conditions of the anti-graft court indicates that the former President can stay at the Veterans Memorial Medical Center (VMMC) in Quezon City as long as she will shoulder all expenses.

    Last year, Arroyo underwent three cervical spine surgeries. Recently, she was placed at the intensive care unit of VMMC after she was diagnosed with coronary ischemia.

    The former President had been under hospital detention for eight months on charges of election fraud until a Pasay City court allowed her to post bail on July 25.

    Under the proposed Medical Parole Act of 2012, the Board of Pardons and Parole may release a prisoner on medical parole if he or she suffers from an incapacitating physical condition, disease or syndrome.

    The Board, however, may revoke the medical parole if the inmate is likely to pose a possible danger to the public.

    “A prisoner will be eligible for medical parole if s/he does not constitute a threat to public safety and is not likely to commit an offense while on medical parole,” the bill states.

    Furthermore, prisoners who have served 10 consecutive years or more in prison shall not be paroled until the Board receives a report on their medical condition and ability to adjust to life outside the prison from a licensed psychiatrist or psychologist

    Ombudsman junks graft case vs GMA

    MANILA, Philippines – The Office of the Ombudsman has dismissed a graft case against former President Gloria Macapagal Arroyo over the alleged misuse of funds of the Overseas Workers Welfare Administration (OWWA).

    The Ombudsman said there is no sufficient evidence to warrant plunder or graft charges against Mrs. Arroyo.

    The case stems from a complaint filed by former Solicitor General Frank Chavez with the Department of Justice, accusing Arroyo of misusing and diverting over P540 million of OWWA funds in 2003.

    Chavez claimed the funds were used to finance election expenses in the 2004 presidential elections.

    Atty. Raul Lambino, legal spokesman of Mrs. Arroyo, said the Ombudsman’s decision is clear proof that the case was mere political harassment.

    “The dismissal of this case is clear proof that the cases filed by [President Aquino] against GMA have no leg of evidence to stand on and are purely harassment suits intended for political expediency and motivated by hatred and vindictiveness,” he said in a statement.

    Montri Santos, Arroyo's lawyer for the OWWA, said that in January, they had heard rumors that the Department of Justice panel had recommended instead of plunder a lesser offense of technical malversation.

    “We never really received any resolution. It was only October 18 we received altogether true enough the January resolution by the DOJ investigating panel recommending only technical malversation. We also received 2 resolutions from the Ombudsman, one dated February 10 2012, the other one on September 2012 a supplemental memorandum. The 2 memoranda disapproved recommendation to file technical malversation and completely dismissed all of the cases. These are things na hindi nababalita."
