Who voted for this guy?... Even those who did should remain critical about policy and performance. As for a rainbow and this hike being for the better, well... how many of us actually expect to see tangible improvements in service as a result of increased prices? I would hazard a guess at very few because as we all know throwing (the public's) money at a dysfunctional dept does not necessarily solve the deep-rooted problems of inefficiency. In fact the reverse may be true, that cuts and restructuring could be the real answer for getting acceptable performance.
