It's not normal.
But it's almost harmless to be ignored.
Reverse sneezing is caused by small polyps in the dog's sinus.
Surgery is not necessary as these polyps can subside as the dog grow older.

I did some research on reverse sneezing and learned that in small breed dogs such as mine, the hacking sound that she frequently makes is caused by the dramatic, rapid inhalation and exhalation of air through the nasal passage. This can happen when a dog has a mild irritation in the back of his throat, or when the little dog first goes out into the cold air. Reverse sneezing is usually a harmless event, but many people think the dog is suffering and having a seizure or gasping for air.

Usually it's a condition for dogs with short snouts like pugs, boxers, bulldogs, etc... So surgically intervening it would be
a hassle for your pet and costly for you. THe condition will diminish by time. To temporarily end the event, just rub the top of the nose where the fur ends and the nose, and try rubbing the throat.
Also anti-histamines will help. Remember that this is usually an allergic reaction, and sometimes this happens when a dog go from a cold place to a warm place within a short span of time. Or vice versa.

2 of my small dogs mag in ani pud... saona ila mom... ma kuyawan kau ko kay mura slag mag lisud ug ginhawa mao ako ra hiloton ang throat then pagdako sa iya anak mag in ato pd abi nakog na inherit sa iya mom... but thanks na basahan ni nako nga thread... mao diay nay term reverse sneezing... so far wa na ko ka witness nag in ani akong dogs...
