Correction lang gamay Bossing Yes Matt is an Expert or one of the Google Engineer. Its the whole Google Search Quality Team(inlcuding Search Quality Raters) and the Web Spam Team(in which M.Cutts belongs here/A Representative), both of these team are responsible for all algo changes. They discuss in 1 confe what's to change and what's not to change. Matt Cutts is a Representative and Another Google Engineer at Web Spam Team. At google, they have a number of Google Engineers, you can see them at Google Help Group.

As for SEO beginners, its your decision to go for a paid SEO lessons or study it for FREE. Yes, that's is correct, FREE. For Starters visit Google Webmaster Academy or search "importance of google webmaster academy" in Google. Then try to understand and later on proceed to proper APPLICATION(Implementation of what you just read/heard/watched). This is where you should start. Remember in SEO, never speculate but rather investigate and present conclusion based on your valid facts(your experimentation-test sites and what not). These individuals, even seomoz most of those blog contributors are just pure theories or SPECULATIONS.. I don't believe crap I read on the net. I however, follow the facts from which I EXPERIMENT on how Google ranks and whatnot. I'm not saying I'm an expert, but I am however, an SEO Professional who believes in a valid facts which comes from my very own experimentation. and that's what you should do also.

Theories are theories, Facts are = Your Experience / Experimentation

Di na ni angay e question robalnivrams2012. They,Google, frequently change its algo since a lot of webmasters, black/greyhat SEOs, or site owners, always find a way to trick out Google's algo. What I'm trying to say is, there are a lot of Blackhat SEO professional that make softwares/tools solely to produce links/articles in a massive way and spread its resources all across the board. Which is a extremely a "no no" or a bad SEO Practice. These are called, Short Term SEO methods/goals, which will MIGHT give you good ranking BUT for a LIMITED span of time. Because, Google are ALWAYS try and implement new ways (algo) to catch and punish these individuals, that do this stuff. They are so called "EXPERTS" / Blackhat SEOs. That's the reason why Google always update their SE Algo.

like recently, SEPT 29,2012, they've released a new algo specifically aimed for Low Quality EMD domains or EXACT MATCHED DOMAINS. These are domains with keywords in their URL/site and are spammy in nature. Example: buy-ipad-online .com which is indeed a good domain name since it bears the keyword in it but the reality or nature of this site are way too spammy.that's just an example. But not all EMDs are low quality.

Anyhow, recent Low Quality EMD penalization rolled out on the said date and still they're updating as we speak.
