I have heared on stories about reformed ex-cons who were gunned by vigilantes. Even kids doing petty crimes in the past. So sad, something could have been done better.

doing wrong to a person who'd wronged is still wrong no matter how wronged the person does its still wrong.

example: driver got stopped for a violation. excuses made. shot.

but dont get me wrong here. im not pro crime. im not not even againts rhbill. im just afraid if shooting is being used as excuse againts criminals.. it might get out of hands, people will easily shot persons they met who wronged them..and made simple excuse as they are criminals ans stuff... blabla bla

Vigilante groups and organizations follow a systematic approach in Criminal elimination. These are very important protocols that prevents Vigilante members from pursuing retribution for personal reasons. These protocols are done in classes and in-depth study/monitor on the target is done for months or even years. The above scenario you gave doesn't fit for an operation.

Here are examples where operations must/can or will be conducted:

    Kuratong Baleleng
    Batang Mindanao
    G4h linked with corrupt politicians
And any criminal who has gone in and out of prisons and still commits the same crime over and over.

Fortunately, these are not valid targets. Former convicts who have sought righteousness and wanted to cooperate and live a normal life are often kept on constant vigil, but not harmed. They are always monitored though. Some are on witness protection programs, transferred to different provinces and names changed. They are never harmed since the information gathered from them is like a rich goldmine.

In the criminal underground, an ex-crimelord's main threat is another crimelord. Everyone in these businesses will do everything to keep mouths shut.

ug dili man tinood nga kung madakpan ka mangawat or mamaligya ug drugs kay automatic death sentence dayon. you are given an option to stop or leave the city, karon kung pa gahi gahi ka, aw you are asking for a whole lot of trouble.

and there's also ample warning for the criminals to either stop their illegal activities or totally leave the city. their names will be published in the local dailies.

and how the heck can the CHR investigate a myth? davao is like gotham and the dds is batman the dds does not exist!
