CEBU City south district Rep. Tomas Osmeña should be ashamed of himself. He is a legislator and yet he has blatantly violated the law. On top of that, he showed his arrogance like he is above the law. He talks as if he is the most powerful person in this part of the world.
The honorable congressman justified his possession of the two Dodge Charger vehicles that Michael Gleissner, chairman of Bigfoot Entertainment, originally wanted to donate to the city government. Bigfoot leased a portion of the South Road Properties (SRP) for its movie studio. The contract was signed during the term of Tomas as mayor.
Upon learning that Tomas’s term was about to end, Gleissner, instead gave it to the former mayor. Tomas since then kept possession of the two vehicles, one of which has Cebu City Police markings and sirens.
Tomas admits that the vehicles are at his disposal. He uses these to escort visiting VIPs like members of Congress and Cabinet secretaries. He said he always sees to it that a police officer is on board the “police car” every time it is being used.
This vehicle was seen in Naga City, Camarines Sur during the burial of Interior and Local Government secretary Jesse Robredo. Tomas admitted sending the vehicle for what he termed as “elegance.”
Probably to circumvent Republic Act 3019 or the Anti-Graft and Corrupt Practices Act and Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees for accepting a “gift,” Tomas claimed that the vehicles were bought by his millionaire sister, Maria Victoria “Minnie Osmeña but are under his disposal.
He said one of the vehicles is registered under the name of Minnie's son, Paolo Osmeña Jacinto. But Land Transportation Office (LTO) 7 records show that the unit under Paolo's name was bought from Columbian Autocar Inc. in Metro Manila.
Which is which? Bought from Gleissner or from Columbian Autocar? Is Tomas telling us that one unit was bought by Minnie from Gleissner while the other one was bought by Paolo from Columbian Autocar?
Okay. But is it mere coincidence that the two vehicles with the same brand bought from different dealers also have the same markings, although the other one was repainted? And if these are owned by Minnie and Paolo, why do they carry red plate numbers and have Cebu City seal and police markings?
Does the Philippine National Police (PNP) now allow privately owned vehicles to use police markings with sirens? According to the Department and Interior and Local Governments (DILG), only government-owned vehicles are allowed to use the official seal of the office that owns it. I think this is clear and Tomas understands this policy.

I noticed too that there are more in this thread who are against Osmena, several in fact started by liking the guy but have now made realizations and are now dismayed by the actions of the former mayor of Cebu. I feel the same, totally impressed at the start but now extremely disappionted. No, he will not be getting my vote this time around. How I wish though there will be another choice besides Rama whom I think is a bit more on the side of being too soft for the job.
^ That's what I said on the previous. He still get my vote as I believe his capabilities not until someone give me new name. A new choice.

Politicians need to be reminded that they serve and are answerable to.... the people. Following the spirit of the law is essential; hiding behind technicalities is not acceptable as demonstrated by (ex) CJ Corona. It would be my hope that an apology would be forthcoming, but I think it unlikely.
