IPSP-Bayanihan is touted as a shift from traditional military operations to civil-military campaigns aimed to curb the armed struggles primarily of the communist New People’s Army and other armed rebel groups.
The military dubs the IPSP as a multi-sectoral campaign that opens up space for the involvement of the Filipino people in defining, shaping and ensuring long lasting peace in the country.
President Aquino’s security agenda focuses on the people and calls for amulti-stakeholder approach to peace and security and on protecting our rights andcivil liberties. The approach of the current administration’s national security thrustinvolves four specific elements: governance, delivery of basic services, economicreconstruction and sustainable development, and security sector reform. Incompliance to the pronouncement of the Commander-in-Chief, the AFP crafted theInternal Peace and Security Plan (IPSP) to serve as the guide in the performance ofits mandated functions of protecting the state and the people. It shall help AFP unitsin planning for and contributing to the attainment of internal peace and security
