parehas ra ang ma blame - both govenment & its people.
sa government, kay lagi metro manila ang grabe nga baha, resulta lagi na sa wala klarong plano sa development sa projects. magtugod og projects nga wala kaayu ma feasibility study before implementing the projects. sige sila pa nindot sa dalan apan lagi wa nila ma study pag ayu like umaabot nga flashfloods or typhoon...
sa people pod, they are or they were already reminded by the media, rescue teams, government agencies to do this, to do that, etc.. to prepare for the upcoming floods, or typhoon. and still, many have not learned the typhoon ondoy last 2009. karon gi-bahaan napod balik.
