This might work for non-CIA:

There's an option for group starters to transfer ownership of the group to another forum member. I'm not sure though if pwede itransfer sa non-CIA kay wa pa nako gitry. Who wants to try this? Pwede ako maghmo sa group then akong itransfer sa inyo so we could see if pwede ba. Post here lang what group name you want.

Of course, you have to assure me that your group would follow forum rules and is generally "wholesome" kay madamay nya ko.

I have read here somewhere that CIA can create group while other lower than can do through premium subscription. Well if you can't wait to reach 2K post then better avail paid membership subscription.
