If it's a very high paying keyword niche with low competition but volume search is below 500, is it worth to "build-up"?

Galibog lang jud ko ani master.
Kay naa man god ko'y nabasan diri sa iStorya sa a few months ago lang, iyang niche was cree led flashlight something.... Ako gi-check sa adwords, High competition, low search volume (1.3k global / 800 local) with CPC of $1.50 to $2 ang exact match. And he was earning $80+ a month daw.

I've been working on good keyword niches but i just couldn't hit it correctly.
Please enlighten me Master.

Im hit by panda...haha ako style ato gud... keyword research after ana make ug article for that keyword. 1000 words. so I collect articles nya ako na sila usahon hangtod mo.abot ug 1000 words dn gamitan daun ug spinner chief... spin ka.isa daun i.optimize daun nako ang keyword after ana post na daun....haha effective baya.. pero pag panda.. perting igo.a...hehehe back to zero ko...hehehe may gani ka $2 a day nka... keep it up...hehe ok kaau nang 500 ra ang monthly searches...
