    Now smoke-free for 10 years, Davao hailed as international example on World No-Tobacco Day

    On Thursday, May 31 - marked internationally as World No-Tobacco Day - Davao celebrates ten years as a "smoke-free" city, and as an internationally-acclaimed example of a community successfully kicking a deadly habit.

    According to the Southeast Asia Tobacco Control Alliance (SEATCA), the metropolis is "one of the most successful and pioneering smoke-free initiatives in the ASEAN."

    Davao City's campaign against smoking began in 2002, spearheaded by then Mayor Rodrigo Duterte.

    DAVAO City has been cited as the fifth richest city in the whole country with an average income of P3,534,206,628, making it the lone city from outside Luzon that has been included in the top five richest cities, based on the cities' income for the years 2007-2009.

    In its March report, Romulo A. Virola, secretary general of the National Statistical Coordination Board (NSCB), ranked cities from the top to lowest earners based on the cities' average annual income in three-year period.

    But the data presented by Virola in his report posted in their Philippine National Statistical Coordination Board (NSCB) was three years late.

    Data from the Department of Finance showed that Quezon City appeared to be the richest city in the whole country for the same period with an average annual income of P9,481,843,421, followed by Makati City at the second place with the average income of P8,506,297,825, Manila City in third place with P7,947,958,242, and Pasig City ranking fourth with an average income of P4,542,992,364.

    Cebu City with an average income of P3,347,869,301 grabbed the six spot, placing next to Davao City.

    Davao and Cebu cities are the lone cities from outside Luzon that have been included in the top 10 richest cities across the country.

    "Averaged over the three-year period from 2007-2009, the top income earners were the same five cities," Virola said.

    The other cities included at the top 10 richest cities in the country from the top seven down to top ten include the cities of Caloocan, Paranaque, Muntinlupa, and Taguig with an average annual income of P3,064,732,758; P2,977,948,388; P2,448,908,683; and P2,281,171,091, respectively.

    "The NSCB Technical Staff has been exerting efforts towards good governance in our country. By presenting comparative statistics on income and expenditure patterns of local government units, we hope to contribute not only towards informed decision-making by our political leaders but more importantly, towards informed choices during elections by the governed," Virola said.     In 2009, Quezon City, Makati, Manila, Pasig, and Davao City had the highest total income among the cities. Averaged over the three-year period from 2007-2009, the top income earners were the same five cities. Note that only two of the 10 richest cities are not in Metro Manila – one is in the Visayas (Cebu City), the other in Mindanao (Davao City). The same sad scenario in 2008! Isn’t there anything our development planners/city mayors can do about this? Good news for 3Taguig City which was 12th in 2008, is that it overtook Pasay City from 10th position in 2009. (Table 1A)

    Let's examine how the income of each cities is derived. I've read this in other forum. I would just like to share.

    "Internal Revenue Allotment According to Section 284 of the Local Government Code of the Philippines (RA 7160), Internal Revenue Allotment (IRA) is a local government’s share of revenues from the national government. It is largely based on land area and population. LGUs also derive revenues from local sources-----davao city has a lot of thanking to do with the national government, imagine sourcing 63% of your income from the national government? and yah, you should be also thankful for your large land area and larger population.which would lead me to think na would davao really survive without the help of the national government?Cebu City reports income hike by P1.27BJanuary 28, 2010 12:02 am CEBU CITY, Jan. 27 – Cebu City’s income rose from P2.23 billion in 2008 to P3.5 billion in 2009, an increase of P1.27 billion, City Treasurer Ofelia Oliva said.Oliva said the increase is due to the intensified efforts to collect taxes, but the sale of government lots also helped boost the city’s income.Collection of real property taxes alone increased by 143.5 percent, or from P257 million in 2008 to P625.9 million, while business tax collection increased by 34.5 percent, from P508.9 million in 2008 to P684.57 million last year.”The increase is a lot and this is why the city can now afford to offer new projects and programs and increase funding for the existing programs,” Cebu City Administrator Francisco Fernandez said.Of the P3,482,936,043 total income of the city, 27.8 percent or P968,536,981 is the city’s share of the internal revenue allotment (IRA).-----------excluding the IRA, which basically is just a doleout, makikita naman which among the two's income sourced internally is bigger.cebu city's 2.5 billion or davao's 1.3 billion"

    So, sa ato pa kung walay IRA share the ranking would be different.
