what's the specific name of the kind of edit?
and what's the easiest way to do this?

cause i'm planning to edit my mother's face and print it on a shirt

You can achieve that effect using the threshold adjustment in photoshop, though from what I see in the second pic I think that's a vector rendition. The threshold adjustment just can't be that smooth.

If you have a licensed Adobe Illustrator, you can use the Live Trace tool to get that effect.

You could also use open source vector software such as Inkscape if you don't have Illustrator. See here Inkscape tutorial: Tracing
