The travel tax is only collected from foreigners who are considered residents (those who have stayed more than 1 year from the time of their last arrival).
Your friend shouldn't have been asked to pay the travel tax. I don't know why the travel tax isn't included as part of the ticket here like it is in almost every other country. Good thing terminal fees are now tacked onto the ticket, but travel tax is still a huge hassle for passengers especially if they're in a hurry to catch a flight.

i don't know about foreign students but from my experience when my mom and i went to the states ako kay nagbayad ug travel tax while my mom did not kay foreign (american) citizen naman cya.
so foreigners do not pay travel tax when departing from the philippines.

Maintenance is part of operation cost right? How come the last few times I used MCIA something was broken. The conveyor belt broke down, then another time 1 of 2 x-ray machines broke down and wasn't repaired for 2 months. Many overseas airports charge less and are 100x better. Please don't give us these bullshit excuses because no one is buying them.
